CALL TO ORDER |
The meeting was called to order at 7:00 p.m. by Chair Winstead, who presided.

ROLL CALL |
Upon roll call by the Secretary, all Boardmembers were present.

APPROVAL OF THE AGENDA |
The agenda was adopted by unanimous consent.

PUBLIC COMMENT |
Tom Mailhot, Shoreline resident, spoke about Representative Cindy Ryu’s bill regarding the use of tolling revenues and commented on technical issues surrounding tolling. He requested that Council add to their 2015 Legislative Priorities clarification of the Washington State Transportation Commission's (WSTC) regarding tolls imposed by a local Transportation Benefit District (TBD). He explained that WSTC missed some updates to the code which stated the TBD does need approval of WSTC when tolling city streets if the toll does not impact state roads, and that they have the authority to apply local toll revenue to local projects.

Upon motion by Boardmember McConnell, seconded by Boardmember Roberts and carried unanimously, the following Consent Calendar items were approved:

ACTION ITEMS |

(a) Ordinance Number 7 Adopting the 2015 Transportation Benefit District Budget |
Robert Hartwig, Transportation Benefit District Treasurer, provided a brief background on the Transportation Benefit District, and presented the TBD 2015 Budget for the Board’s consideration. He reviewed that the TBD budget is $796,300, reported that most of funds will be used for the City’s 2015 road surface maintenance program and that $2,500 is allocated for payment to the Washington Cities Insurance Authority for insurance.
Boardmember Hall asked for the current fund balance and about a policy regarding minimal reserves. Mr. Hartwig responded that he will report back to Council with that information.
Boardmember McGlashan moved adoption of Ordinance No. 7, the 2015 Shoreline Transportation Benefit District Budget, upon second by Boardmember Hall the motion carried unanimously.
