SUMMARY MINUTES OF SPECIAL MEETING

At 5:51 p.m., the meeting was called to order by Mayor Roberts

 

Councilmembers discussed the following Council Operations Items:

 

Council Goal Setting Workshop:  Time, Location and Focus

Councilmembers discussed the benefits of having the retreat offsite at an inexpensive location near Shoreline, and stated they can currently accommodate the dates of February 24 and 25, or March 3 and 4, 2017. They discussed having a service related teambuilding exercise, but said if one cannot be found in Shoreline, that the time can be devoted to another important City issue.

 

Councilmembers recommended addressing the following topics at the retreat:

 

·         Long term picture of sidewalk infrastructure operation and maintenance

·         Human Services

·         Homelessness Action Plan and Goals

·         Forecasting potential challenges and issues the City will need to address

·         Signage regulations for aboards

·         Consideration of a City Biannual Budget

·         City’s role in Placemaking efforts

·         Age Friendly Community Planning

·         Senior and Recreation Center Planning

 

Ms. Tarry and Mr. Norris responded that they will start searching for site locations for the proposed dates, and within the parameters the Council provided.

 

2017 Proclamation List

Councilmembers offered support for the 2017 Proclamation List, and for Mayor Roberts and Deputy Mayor Winstead to continue reviewing and approving proclamation requests that are not presented at City Council meetings.

 

Citizens Academy (Shoreline CityWise Project) Update

Councilmembers expressed excitement over the CityWise project, and the leadership development opportunity it provides to promote citizenry.  They stressed the importance of getting candidates that are representative of Shoreline’s residents and include youth. They inquired about the City’s marketing efforts.  Ms. Tarry shared that Suni Tolton, Diversity and Inclusion Coordinator, and Constance Perenyi, Neighborhoods Coordinator, are outreaching to the Community and Nurturing Trust Graduates.  She said the announcement for the Academy and application instructions will be advertised in the Currents and on the City’s website.

 

2017 Board-Commission Vacancies and Appointments

Councilmembers discussed the Board-Commission Vacancies and Appointments, and agreed that a formal recruitment, application and selection process is needed to fill the vacant positions.

 

Agenda Planner Review

Ms. Tarry asked Councilmembers if they would like representatives from Sound Transit to present with staff on the Sound Transit Station Update and Response to 30% Design Open House Discussion scheduled for the December 5, 2016 Council Meeting.

 

Councilmembers supported having a representative from Sound Transit participating in the presentation with staff and the Agenda Planner as presented.

 

New Council iPads

Mr. Norris shared that the new iPads will be distributed to Councilmembers after the budget process is completed.

PRESENT:      Mayor Roberts, Councilmembers McGlashan, Scully, and Hall

 

ABSENT:        Deputy Mayor Winstead, and Councilmembers Salomon and McConnell

 

1.         CALL TO ORDER

 

At 7:00 p.m., the meeting was called to order by Mayor Roberts who presided.

 

2.         FLAG SALUTE/ROLL CALL

 

Mayor Roberts led the flag salute. Upon roll call by the City Clerk, all Councilmembers were present with the exception of Deputy Mayor Winstead and Councilmembers McConnell and Salomon.

 

Councilmember Hall moved to excuse Deputy Mayor Winstead and Councilmember Salomon for personal reasons. The motion was seconded by Councilmember McGlashan, and passed unanimously, 4-0.

 

Mayor Roberts announced that Councilmember McConnell was in route to the meeting.

 

3.         REPORT OF CITY MANAGER

 

Debbie Tarry, City Manager, provided reports and updates on various City meetings, projects and events.

 

4.         COUNCIL REPORTS

 

Mayor Roberts reported that Sound Cities Association (SCA) will be forwarding recommendations to the Executive Board for committee appointments. He said recommended reappointments include Councilmember McConnell as an Alternate to the Domestic Violence Initiative Committee; Deputy Mayor Winstead to the Regional Law, Safety and Justice Committee and as an Alternate to the Regional Water Quality Committee; and Mayor Roberts as an Alternative to the Puget Sound Regional Council Executive Board. He also reported attending a SCA Workshop addressing the opiate and heroin epidemic. He said he is pleased that Shoreline already participates in some of the recommended action strategies.

 

Mayor Roberts, on behalf of the City Council, expressed appreciation to Shoreline residents for their support of Proposition 1 Levy Lid Lift and noted he also anticipates the passage of Sound Transit 3.

 

Councilmember McGlashan commended the Shoreline Police Department for taking the lead on a major coordinated drug bust, and for protecting this community and others in the region.

 

5.         PUBLIC COMMENT

 

Barbara Twaddell, Shoreline resident, expressed concern over homeless backyard encampments and the potential health hazards they pose. She shared that homeless housing should assist people with short term needs and permanent housing, instead of focusing on transitional housing. She provided examples of effective transitional housing programs and submitted two studies about homelessness and transitional encampments for Council’s review.

 

Margaret Willson, Shoreline resident, expressed opposition to homeless encampments in Shoreline and talked about potential health hazards. She shared that there was a norovirus outbreak at a Spokane homeless shelter and read information about the virus.

 

Megan Sheridan, Hopelink Representative, thanked Council for their commitment to help vulnerable residents of Shoreline. She said Hopelink served 3,000 Shoreline residents last year, and announced that the new service center will open in February 2017. She then shared a story about a client they were able to help based on the support provided by the City.

 

6.         APPROVAL OF THE AGENDA

 

The agenda was approved by unanimous consent.

Upon motion by Councilmember Hall seconded by Councilmember Scully and unanimously carried, 4-0, the following Consent Calendar items were approved:

(c) Authorize the City Manager to Approve an Extension to the Agreement with

      Yakima County for Jail Services

 

8.         ACTION ITEMS

 

(a) Public Hearing on 2017 Proposed Budget with Special Emphasis on Property Tax and

      Other Revenues and Discussion of Ordinance No. 759, Setting the 2017 Regular and

      Excess Property Tax Levies

 

Sara Lane, Administrative Services Director, provided a brief overview of the 2017 Budget process, and said Revenue Sources is the focus of tonight’s Public Hearing. She reviewed revenues totals $87.319 Million, identified revenue sources, and said taxes is the largest fund at $25.954 Million. She reviewed General Fund Operating Revenue, Property Tax-Regular Levy, Sales Tax, Franchise & Utility Contract Fees, Utility Taxes, Fees/Licenses/Permits, and State shared funding. She reviewed funding sources for Street, Surface Water Utility, and Capital Funds. She explained that the Vehicle License Fee is $20 per year and that Council can increase   it up to an additional $20 to replace the General Fund contribution to the Roads Capital Fund.

 

Mayor Roberts opened the Public Hearing.

 

Bob Lohmeyer, Shoreline/Lake Forest Park Senior Center Director, requested assistance from the City to help resolve their budget deficit as a result of United Way funding reductions. He addressed the Center’s budget deficit, fundraising efforts, and other measures they are considering to meet budget obligations.

 

Ginny Scantlebury, Shoreline resident, asked the Council to consider the human element when considering the Center’s funding request. She shared that the Center has 1,000 to 1,200 members, serves 80 lunches daily, and provides 65 weekly classes. She said people come to the Center for a total experience including social engagement with others.

 

Douglas Wood, Senior Center Executive Board, shared the Center serves about 1,200 active members. He said the Board spends a lot of time fundraising and 70% of the budget is from fundraising. He shared that staff have volunteered to reduce their hours to address the deficit. He said he would like a serious and stable budget commitment from the City to help serve Shoreline senior community.

 

Mayor Roberts closed the Hearing.

 

Councilmember Scully said he values the Senior Center and his goal is to fund the Center in an ongoing and sustainable way, rather than have an unbudgeted request each year.

 

9.         STUDY ITEMS

 

            (a) Discussion of Ordinance No. 758 - 2017 Budget and 2017-2022 Capital Improvement

                  Program

 

Ms. Lane reviewed recommended changes to the City’s Fee Schedule, Surface Water Utility Rates, and Solid Waste Fees. She reviewed proposed Ordinance No. 758 that adopts the 2017 Budget and Fee Schedule, and recalled that the 2017 General Fund Reserves totals $10.276 Million.

 

Ms. Lane reviewed Proposed Amendments 1 & 3 eliminating $275,000 for the Trail Along the Rail. Councilmember McGlashan shared that he supports keeping the allocation in the budget, because the Trail provides a way for residents to walk to and access the Station. Councilmember Scully commented that the Trail and bike/ped bridge are excellent projects and he would support them if the City had the funding. He said he cannot support spending this amount of money on studies for projects that may not be realized. He commented that absence the support of a funder for the projects, he does not think it is a good use of tax money. Councilmember Hall shared that he has spoken to Sound Transit Boardmembers and King County Councilmembers who have said they see the value in these projects. He reminded Council that the City spent $500,000 on a route development plan for 145th Street and ST3 has now fully funded the project. He also pointed out the City moved forward with the vision for the Aurora Corridor without being fully funded, which resulted in $125 Million received in grant funding for the project.

 

Ms. Lane reviewed Proposed Amendment 2 to eliminate the $500,000 allocation for the 147th/148th Non-motorized Bridge Project from the 2017-2022 Capital Improvement Plan, and the associated $350,000 General Fund transfer to Roads Capital to provide resources for that project.

 

Ms. Lane reviewed Proposed Amendment 4 to reduce General Fund appropriations by $23,500 by eliminating the budget for Surprised by Shoreline, and Proposed Amendment 5 increasing General Fund appropriations by $10,000 for a one-time allocation to the Shoreline/Lake Forest Park Senior Center.

 

Mayor Roberts asked about joining the United States (U.S.) Conference of Mayors and said he is unsure of the benefits it will provide the City. Councilmember McGlashan said he was interested in determining if the Mayor would benefit more from attending the National League of Cities Conference or the U.S. Conference of Mayors. Councilmember Hall asked for a list of external organizations and dues to help decide which ones best benefit the community.  

 

Councilmember Hall moved to excused Councilmember McConnell for personal reasons. The motion was seconded by Councilmember Scully, and passed unanimously, 4-0.
