5. PUBLIC COMMENT

This is an opportunity for the public to address the Council on any subject which is not of a quasi-judicial nature or specifically scheduled for today’s agenda (see items below). The public may comment for up to two minutes. However, Item 5 will be limited to a maximum period of twenty minutes. A maximum of three persons will be permitted to speak to each side of any one topic. The public may also comment for two minutes on action items after the staff report has been presented. In all cases, speakers are asked to come to the front of the room to have your comments recorded. Please state clearly your name and address.

(b) Approval of expenses and payroll as of February 18, 2000 in the amount of $1,194,772.41

(c) Motion to accept the highest evaluation score and authorize the City Manager to execute a contract with Red Carpet Building Maintenance in the amount of $76,777; and to execute change orders up to 10% of the original contract; and to authorize the City Manager to exercise the two one-year extensions to the contract upon satisfactory performance

(a) Public hearing to consider citizens’ comments regarding the Planning Commission’s recommendations on the Phase 1 amendments to the Development Code

Ordinance No. 230, amending the procedural and administrative provisions of the zoning code, adopting a 7,200 square foot minimum lot size and a minimum density of four units per acre for R-4 and R-6 zones; and adopting a new Title 20 and amending Shoreline Municipal Code 18.12.030(A)

(b) Public hearing to consider citizens’ comments regarding proposed Ordinance No. 229, extending the moratorium for six months on the filing, acceptance or approval of any applications for the subdivision of land within the R-4 and R-6 residential zones which would result in the creation of any lot containing less than 7,200 square feet in area (Continues moratorium established by Ordinance No. 207)
