5. PUBLIC COMMENT

This is an opportunity for the public to address the Council on any subject which is not of a quasi-judicial nature or specifically scheduled for today’s agenda (see items below). The public may comment for up to two minutes. However, Item 5 will be limited to a maximum period of twenty minutes. A maximum of three persons will be permitted to speak to each side of any one topic. The public may also comment for two minutes on action items after the staff report has been presented. In all cases, speakers are asked to come to the front of the room to have your comments recorded. Please state clearly your name and address.

(a) Minutes of Special Meeting of August 20, 2001

(b) Approval of expenses and payroll as of August 31, 2001 in the amount of $5,086,304.48

(c) Motion to authorize the City Manager to execute a design contract with KPG in the amount not to exceed $525,000 for the North City Business District Improvement Project

(d) Resolution No. 180 approving the Comprehensive Sewer Plan of Ronald Wastewater District, King County, Washington

(e) Motion to authorize the City Manager to execute a Commute Trip Reduction Implementation Act Agreement with King County for Commute Trip Reduction services

8. ACTION ITEMS: PUBLIC HEARING

Public hearings are held to receive public comment on important matters before the Council. Please sign up if you wish to speak. After being recognized by the Deputy Mayor, approach the podium and provide your name and address. Individuals may speak for three minutes, or five minutes when presenting the official position of a recognized organization.

(a) Public hearing to consider citizens’ comments on the proposed use of 2002 Community Development Block Grant (CDBG) funding

Motion to adopt the Health and Human Services Allocation Committee’s recommended 2002 CDBG allocations in the amount of $363,848, including Planning/Administration ($44,883), Public Services ($55,909), Capital Improvements ($108,056), and the King County Housing Repair Fund ($155,000), as well as the contingency plan; and to authorize the City Manager to enter into agreements for implementing these projects (contingent on the passage of the City of Shoreline budget, as well as the passage of the Federal budget.)

9. ACTION ITEMS: OTHER ORDINANCES, RESOLUTIONS AND MOTIONS

(a) Motion to authorize the City Manager to execute an addendum to the Joint Use Agreement between the City of Shoreline and the Shoreline School District regarding joint operation of the Spartan Gym facility 10 min.

(b) Ordinance No. 285 adopting revised fees for services for Parks and Recreation, Public Records, Development Permits and Returned Checks; and amending Chapter 3.01 of the Shoreline Municipal Code 10 min.

(c) Resolution No. 176 Embracing Diversity and Multiculturalism Within the City and Ensuring a Safe and Respectful Community for All People 30 min.
