5. PUBLIC COMMENT

This is an opportunity for the public to address the Council on any subject which is not of a quasi-judicial nature or specifically scheduled for today’s agenda (see items below). The public may comment for up to two minutes. However, Item 5 will be limited to a maximum period of twenty minutes. A maximum of three persons will be permitted to speak to each side of any one topic. The public may also comment for two minutes on action items after the staff report has been presented. In all cases, speakers are asked to come to the front of the room to have your comments recorded. Please state clearly your name and city of residence.

(b) Approval of expenses and payroll as of September 13, 2002 in the amount of $1,289,714.73

(c) Motion to authorize the City Manager to execute a construction contract with the lowest bid contractor for the 175th Street Sidewalk (Meridian to Corliss Avenues) Project and the 175th Street Sidewalk (adjacent to the YMCA) Project

8. ACTION ITEMS: PUBLIC HEARINGS

Public hearings are held to receive public comment on important matters before the Council. Please sign up if you wish to speak. After being recognized by the Deputy Mayor, approach the podium and provide your name and address. Individuals may speak for three minutes, or five minutes when presenting the official position of a recognized organization. The first public hearing will begin at 8:00 p.m.

(a) Public hearing to consider citizens’ comments on the proposed Human Services Allocation Committee Recommendations for the 2003-2004 Human Services Funding Plan (including General Fund and Community Development Block Grant)

(b) Public hearing to consider citizens comments on Referendum 51 (the ballot title states that "the legislature has passed House Bill No. 2969, financing transportation improvements through transportation taxes and fees. This bill would increase highway capacity, public transportation, passenger and freight rail and transportation financing accountability through increased fuel excise taxes, taxes on vehicles, and weight fees on trucks and large vehicles." Referendum 51 will be voted upon at the November 5, 2002 State General Election.)

(c) Public hearing to consider citizens comments on Initiative 776. (Initiative 776 would require license tab fees to be $30 per year for motor vehicles including light trucks, certain local-option vehicle excise taxes and fees used for roads and transit would be repealed. Initiative 776 amends RCW 46.16.0621, 46.16.070, 35.58.273, and 81.104.160; creating new sections; and repealing RCW 35.58.274, 35.58.275, 35.58.276, 35.58.277, 35.58.278, 82.44.041, 82.44110, 82.44.150 and 82.80.020. This Initiative will be voted upon at the November 5, 2002 State General Election.)

Resolution No. 193 opposing State Initiative 776 which would repeal the motor vehicle excise tax that is currently available to local transit agencies, eliminate the local voter-approved motor vehicle excise tax option for high capacity transit that funds sound Transit project, repeal the vehicle license fee that is currently collected in four counties to fund local transportation improvements, and require license tab fees to be $30 per year

(a) Consideration of the proposal of the Rotary Club of Shoreline and the Breakfast Rotary Club to change the name of Ronald Bog Park to "Rotary Park at Ronald Bog"
