This is an opportunity for the public to address the Council on any subject not listed on the agenda for action and not of a quasi-judicial nature . The public may comment for up to three minutes. However, Item 5 will be limited to a maximum period of twenty minutes. The public may also comment for up to three minutes on action items following each staff report. The total public comment period on each item is also limited to twenty minutes. In all cases, speakers are asked to come to the front of the room to have your comments recorded. Please state clearly your name and city of residence.

Public
hearings are held to receive public comment on important matters before the
Council. Please sign up if you wish to speak. After being recognized by
the Mayor, approach the podium and provide your name and city of residence.
Individuals may speak for three minutes, or five minutes when presenting the
official position of a recognized organization. The public hearing will
