SUMMARY MINUTES OF WORKSHOP MEETING

Monday, May 6, 2002

7:30 p.m.

Shoreline Conference Center

PRESENT: Mayor Jepsen, Deputy Mayor Grossman, Councilmembers Chang, Gustafson, Hansen, Montgomery and Ransom

ABSENT: None

1. CALL TO ORDER

The meeting was called to order at 7:33 p.m. by Mayor Jepsen, who presided.

2. FLAG SALUTE/ROLL CALL

Mayor Jepsen led the flag salute. Upon roll call by the City Clerk, all Councilmembers were present with the exception of Councilmember Montgomery, who arrived shortly thereafter.

3. CITY MANAGER’S REPORT AND FUTURE AGENDAS

City Manager Steve Burkett asked for Council consensus on the work done at the Council Retreat. He pointed out changes to Goals #6 and #7 on the Council’s Work Plan from the draft distributed earlier.

Councilmember Montgomery arrived at 7:38 p.m.

Councilmember Gustafson asked that a bullet be added to Goal #3 regarding the importance of parks master planning to the Council. After discussion, Council concurred with adding "Review Parks Master Plan" to Goal #3.

Mr. Burkett said staff is looking at the current Parks Master Plan with the Parks, Recreation and Cultural Services Advisory Committee.

Then Mr. Burkett turned to the Vision Statement. He noted an alternative that would add the word "live" so that the Vision Statement would say "Shoreline! The best place to live, learn, work and play. A place to live your dream." There was consensus with this change.

Councilmember Ransom pointed out that the critical success factors do not contain performance measures. Mr. Burkett responded that this is the next step in the process. Staff will bring back goals and measures to accompany the success factors.

Mr. Burkett concluded that the May 20th meeting will be a special meeting with an action item regarding the contract with Yakima County for jail services. The May 28th meeting will be cancelled.

 

4. COUNCIL REPORTS

Councilmember Chang reported on his trip to Washington D.C. and the Asian Leadership Conference. He noted that it is Asian Heritage Month and suggested a proclamation of Asian Heritage Month in Shoreline.

Councilmember Hansen reported on the Suburban Cities Association Management Team meeting.

Councilmember Ransom reported that the Jail Advisory Committee will meet tomorrow regarding payments for this year. He also noted the success of the Council retreat last weekend, which had the active participation of the department directors.

Mayor Jepsen reported on two federal issues. One is a ruling that suggests that cable modems are not to be included in cable franchise fees. The other is proposed federal legislation that attempts to limit local land use authority.

5. PUBLIC COMMENT

(a) David Townsend, Shoreline, read an essay on responsibility written by his daughter Tia before her death. He asked that the City Council take responsibility for safety measures in addition to a street light at 170th Street and 15th Avenue NE.

(b) Doug Hamilton, Shoreline, also addressed the crosswalk at 170th Street. He asked for other short-term solutions at the intersection. He suggested directional arrows before the crosswalk, as are used in the City of Seattle.

(c) Jim Shea, Shoreline, commented on what he perceived to be a conflict of interest on the part of Councilmember Chang. Mr. Shea pointed out that on the City’s web site Councilmember Chang’s biography states that he is a board member of the Aurora Improvement Council (AIC). Mr. Shea then quoted a flyer from the Shoreline Merchants Association (the renamed AIC) suggesting a conflict of interest on the part of the Chair of the Aurora Citizens Advisory Task Force and said the same could possibly be said of Councilmember Chang.

(d) Don Scoby, Shoreline, was also concerned about pedestrian safety. He mentioned a dangerous crosswalk on Greenwood Avenue near Shoreline Community College and the adjacent elementary school. He said he was joining Mr. Townsend’s efforts to improve pedestrian safety in Shoreline.

Mr. Burkett said he would follow up with Mr. Hamilton. He also said he would meet with Mr. Townsend and other neighbors to update them on the City’s activities regarding 15th Avenue NE.

Councilmember Chang announced that he was no longer a board member of the AIC. He said he meets with constituents as a Councilmember and businessman, not as a representative of the AIC.

6. EXECUTIVE SESSION

At 8:07 p.m., the Mayor announced that the Council would recess into executive session for two hours (which was subsequently extended by an hour) to discuss one personnel item (the City Manager’s performance review). At 10:55 p.m., the executive session concluded, and the workshop meeting reconvened.

7. ADJOURNMENT

At 10:56 p.m., Mayor Jepsen declared the meeting adjourned.
