SUMMARY MINUTES OF DINNER MEETING

Monday, July 8, 2002, 6:00 p.m.

Shoreline Conference Center, Highlander Room

PRESENT: Mayor Jepsen, Deputy Mayor Grossman, Councilmembers Chang, Hansen, Montgomery and Ransom

ABSENT: Councilmember Gustafson

The meeting convened at 6:25 p.m. All Councilmembers were present with the exception of Councilmember Gustafson.

City Manager Steve Burkett reminded Councilmembers that a proposed schedule for City Council dinner meetings is included in their packets.

Mr. Burkett handed out a draft schedule and timeline for the Aurora Corridor Project Environmental review process. He told the City Council that on July 3, all agencies (the Federal Highway Administration and the Washington State Department of Transportation) and the City had signed off on the Draft Environmental Impact Statement/Environmental Assessment (DEIS/EA) documents for the Aurora Project. The next step is a public hearing to be hosted by the Planning Commission on the DEIS/EA on August 6 at 7:00 p.m. There will be an open house from 5:30 p.m. to 7:00 p.m. immediately preceding the public hearing. Mr. Burkett added that copies of the DEIS/EA are available at the Shoreline Libraries and City Hall, as well as available for purchase for $12 from the City Clerk’s Office. Concluding, Mr. Burkett reviewed the draft schedule and discussed the potential for the schedule to change if the City is sued by opponents of the project.

Mayor Jepsen said that issuing the DEIS/EA gives people something on which to comment and moves the process on to the next phase.

The Council moved on to a discussion of alternative revenue sources. Several Councilmembers emphasized that because of conservative financial decisions and planning, the City does not face the financial crisis that many other jurisdictions and King County face. The reason to consider alternative sources of revenue is to plan for the future.

Council discussed the proposed timing, cost estimate and space needs that will be considered in the planning for building a new city hall. Mr. Burkett informed Council that staff will be coming back to the Council for decisions on issues related to this major planning effort.

Mayor Jepsen declared the meeting adjourned at 7:20 p.m.
