SUMMARY MINUTES OF DINNER MEETING

Monday, October 28, 2002

PRESENT: Deputy Mayor Grossman, Councilmembers Gustafson, Hansen, Montgomery and Ransom

ABSENT: Mayor Jepsen and Councilmember Chang

Deputy Mayor Grossman called the meeting to order at 6:40 p.m.

Council discussed issues around the possible disposition of the Fircrest Campus by the State of Washington.

Joyce Nichols, Communications and Intergovermental Relations Director, presented information about the preliminary recommendations from a study by the Joint Legislative Audit and Review Committee staff. JLARC staff is recommending that the State Legislature consider consolidating the State’s Residential Habilitation Centers. There are five RHC’s and the recommendation is to consolidate to three. Fircrest School and FH Morgan Center (in Bremerton) are recommended for potential sale or alternative uses. The Fircrest Campus property is owned by the State Charitable, Educational, Penal and Reformatory Institutions trust and by the Department of Social and Health Services. One requirement of the trust is that if land is sold or leased, it must produce the highest and best return to the trust.

Steve Burkett, City Manager, said that the study and recommendations represent potential for the Fircrest property to be redeveloped. Potential redevelopment in mixed uses could make the property a huge asset for the community. He said that Deputy City Manager Bob Olander is taking the lead with staff to develop recommendations on a process for the City. The City may begin working with the State to plan uses for the property and perhaps change the zoning through a sub area plan.

Council discussed potential process issues and the many interests to be considered in any potential redevelopment plan. Staff was asked to develop a process plan and bring it back to Council for review.

Council also discussed which members were planning to attend a Veteran’s Day function sponsored by a local school. The event will be attended by Councilmembers Ransom and Hansen.

Deputy Mayor Grossman declared the meeting adjourned at 7:25 p.m.
