SUMMARY MINUTES OF DINNER MEETING

Monday, August 25, 2003

Shoreline Conference Center

PRESENT: Mayor Jepsen, Deputy Mayor Grossman, Councilmembers Chang, Gustafson, Hansen, Montgomery, and Ransom

ABSENT: none

STAFF: Steve Burkett, City Manager; Robert Olander, Deputy City Manager; and Joyce Nichols, Communications and Intergovernmental Relations Director

Mayor Jepsen convened the meeting at 6:30 p.m. He shared information from Cheryl Lee, Chair of the Shoreline Sister City Association, regarding the upcoming visit to Shoreline’s Sister City, Boryeong, Korea.

Councilmember Chang added that Boryeong has invited representatives from Shoreline to a Sister City signing ceremony in Korea from October 13 through 18. He pointed out that individuals making the trip would have to leave Saturday, October 11 in order to be in Boryeong by Monday, October 13. Mayor Jepsen said Ms. Lee needs to know by September 1 how many City Councilmembers plan to attend.

Responding to Councilmember Ransom’s question about how the expenses associated with the trip would be paid, Mayor Jepsen said that according to Ms. Lee, each attendee is responsible for his/her own expenses for the trip.

Councilmember Chang said this would be approximately $2,000 - $2,500 per person. The host city, Boryeong, will provide lodging for the participants.

Steve Burkett, City Manager, said that he will review the policy adopted by the City Council regarding payment for the gift and the dinner the City is expected to host and let Council know what costs are eligible to be paid under the policy.

Robert Olander, Deputy City Manager, added that cities have very strict limitations on what can be spent on this type of activity. He suggested staff could contact the Port of Seattle to see if they will help underwrite the City’s costs for the dinner and gift.

Mayor Jepsen said Council should wait to hear from Ms. Lee about final plans for the sister city visit, but tentatively, he and Councilmembers Hansen and Chang would like to attend. He said he will e-mail Ms. Lee this information.

On another topic, Mr. Burkett informed Council that as follow-up to last week’s executive session, staff is continuing to work on Council direction and will be bringing back information for another executive session in the near future.

Mr. Olander also informed the Council that he and Mr. Burkett are scheduling a meeting with Joni Earl, Executive Director of Sound Transit, to discuss near-term service options to bring Sound Transit service to Shoreline. They will be exploring options and will advise Council of the outcome of the meeting.

Mayor Jepsen declared the meeting adjourned at 7:25 p.m.
