Mayor Ryu called the meeting to order at 6:20 p.m.  She led a discussion regarding the Councilmember’s appointment preferences for 2008 regional boards and commissions. Councilmembers expressed their individual interests in serving on various committees.

The discussion then turned to the proposed 2008 Legislative Priorities.  It was noted that they have been revised since Council’s first review; additional language regarding storm drainage was added.  It was also noted that City staff takes this document to Olympia when they meet with Shoreline’s legislators.  Mr. Olander then outlined the schedule and proposed strategy for the Council’s visit to Olympia on January 29.

Mayor Ryu called attention to the proposed legislation regarding “Clean Campaigns,” explaining that it is a tool available to local governments to create fair campaign processes.  Mr. Olander provided information on the issue of publicly funded campaigns, noting that representatives from Clean Campaigns could be invited to make another presentation to Council.  Following a brief discussion, staff was directed to obtain a copy of the bill and distribute it to Council.

Councilmember Way pointed out that the Evergreen Cities legislation has been released for public review and that the proposal seems promising and good for cities.  Mr. Olander said he has asked Scott MacColl, Intergovernmental Programs Manager, to provide a bill analysis for the Council.  There were some concerns expressed regarding whether the bill would impose unfunded mandates on municipalities.  Mr. Olander confirmed that if the bill is favorable to cities, the City of Shoreline would support it through the 2008 Legislative Priorities.

The meeting was adjourned at 7:30 p.m.
