Deputy
Mayor Jepsen called the meeting to order at
Mayor
Hansen arrived at
Mr.
Burkett noted proposed topics for discussion at the retreat include:

Discussion of the City’s long term financial situation;
·
Discussion of options for new sources of revenue and expenditure
reductions;
·
Identification of budget priorities for 2006;
·
Identification of priorities or any desired changes as staff begins
work on the 2006 – 2011 Capital Improvement Plan;
·
Review of the status of work on existing Council goals; and
·
Consensus on the 2005 – 2006 Council work plan.
In
addition to these, other topics suggested by Councilmembers were:
·
Review of Council meeting public participation and Council procedures
and operations;
·
Review of City Manager performance goals as developed by Deputy Mayor
Jepsen and Councilmember Ransom;
·
Councilmember Fimia’s proposal for
committees;
·
Report/update on economic development, including the next steps in economic
development strategy and outcome of meetings with City Councilmembers;
·
Discussion of the business registration program proposed by
Councilmember Ransom in previous years; and
·
How to live by Council goals once adopted if a Councilmember wants to
deviate from the goal
Councilmember
Fimia arrived at
Councilmember
Grace suggested that if Councilmembers wish to propose other items for discussion
at the retreat, requests should be forwarded to Mr. Burkett by April 18 so the
staff can gather information for retreat discussions to make the most
productive use of the retreat itself.
Councilmember
Fimia requested that copies be included in the retreat notebooks of the 2004
Citizens Satisfaction Survey questionnaire and responses. She wanted to be able to track how the 2004
survey results tracked with the 2002 survey.
She also requested crime statistics for Shoreline in the past five years
for Part 1 and Part 2 crimes.
Councilmember
Fimia also wished to have a discussion of affordable housing issues,
including: unmet needs for affordable
housing in the community; amount of substandard housing in the community;
homelessness issues; potential public/private partnerships for developing
affordable housing; and potential for a housing trust fund.
Addressing
next steps, Mr. Burkett said that Jim Reid will develop a draft agenda for the
retreat based on Council comments and circulate that draft to the City Manager
and the City Council.
