SUMMARY MINUTES OF DINNER MEETING
Monday, April 14, 2003

PRESENT: Mayor Jepsen, Deputy Mayor Grossman, Councilmembers Chang, Gustafson, Hansen, Montgomery and Ransom

Mayor Jepsen convened the meeting at 6:30 p.m. The Council discussed the following topics:
1) Tent City -- Ms. Nichols provided a summary of the April 10 meeting with the neighborhood hosted by Shoreline Free Methodist Church (SFMC). SFMC will host Tent City (a temporary homeless encampment) for 62 days beginning April 19, 2003. The SFMC pastor spoke with residents abutting the property, and Tent City sponsors distributed approximately 400 flyers in advance of the meeting to residences within a three-block radius of the church.
2) City Manager Steve Burkett provided an update on a proposed land exchange between the City and Shoreline Community College.
3) Council discussed which of its members will serve as delegates at the Association of Washington Cities (AWC) annual business meeting in Spokane on June 20. Deputy Mayor Grossman and Councilmembers Chang and Hansen will serve in this capacity.
4) Mr. Burkett also briefed the Council on a "pocket park" project the Shoreline Lunch Rotary is working on with the City and its neighborhoods. Rotary will be contributing $2,400 to upgrade a piece of City right-of-way at NE 185th Street and 10th Avenue NE. They will be working with the various neighborhoods to identify other pieces of land that could be "adopted" and improved as part of this project.
5) Mr. Burkett also apprised the Council about the status of Shoreline Water District's negotiations with the City of Seattle to acquire the portion of the water system owned and operated by Seattle Public Utilities inside the City of Shoreline.
6) Mayor Jepsen shared a summary of the meeting of the Northend Mayors earlier in the day. Most of the meeting was devoted to discussion and updates on legislative issues, including:
- a proposed .03 cent increase in the sales tax which would require voter approval and be split 60 percent to King County and 40 percent to the cities in King County on a per capita basis.
- a proposal to fund public health with a $48 million appropriation for the next biennium to help backfill the funding that was lost when the Motor Vehicle Excise Tax (MVET) was repealed.
- a proposal to reduce the number of district court judges in King County was approved by the legislature; however, a proposal to allow cities to sign interlocal agreements with other cities to provide municipal court services is not likely to be approved.
- a proposal in the Senate budget to spend $3.5 million on I-695 backfill for cities; Shoreline's estimated share would be $65,000.
Mayor Jepsen also noted that the King County Parks Levy will be on the May 20 ballot. The proposed levy is 4.9 cents per $1,000 assessed value and would be levied county-wide for four years.
7) A brief discussion was held on ways the City might express gratitude to the U.S. troops in Iraq for their sacrifice. Council asked staff to draft a proclamation expressing this sentiment.
