SUMMARY MINUTES OF DINNER MEETING

Mayor Jepsen convened the meeting at 6:25 p.m.
City Manager Steve Burkett introduced Public Works staff to provide an informal presentation regarding the drainage infrastructure project.
Paul Haines, Public Works Director, explained the Citys project to inventory the Citys drainage system and determine the location of all the drainage pipes. He said it is important to have this information; without it, it is impossible to answer questions from the public, plan projects, or make repairs and improvements to the system.
Edward Mulhern, Surface Water Coordinator, added that before completion of this project, staff relied on old maps that were not very helpful or useful because they were very small and also out-of-date. He said this began as a pilot project to scope costs and timing for the work. The cost estimate to contract for this work was $559,000, which the City could not afford. As an alternative, staff found a way to do the inventory in-house. Staff was able to inventory the whole City system, which included the pilot area plus eight drainage basins, for approximately $110,000. Mr. Mulhern noted that this information is now on the Citys GIS system and staff can identify the locations of drain pipes in the right-of-way. In the future, the City may want to go beyond the rights-of-way and map more of the piping system.
Mr. Haines emphasized that the inventory can be used in the stormwater mater planning process and is all information that was not available before.
Robert Olander, Deputy City Manager, said that as the City moves forward with capital projects and gets more detailed information, it can all be added to the existing database.
Responding to Councilmember Changs question about uses for the $30,000 budget saving (the difference between the $100,000 allocation and the $70,000 spent), Mr. Haines said this is money in the Storm Water Management Fund, so it needs to stay in that fund and be spent for SWM projects. Making such a saving, and then using the money on other projects, helps to keep the SWM rates as low as possible. He added that the pilot project collected data on 211 catch basins, 206 pipes and 23 ditches. The citywide survey collected data on 6,906 catch basins, 8,280 pipes and 2,255 ditches.
Responding to Councilmember Ransom about a replacement plan for this system, Jesus Sanchez, Operations Manager, said that this information will be factored into the SWM Master Plan and will help us get a handle on a proposed replacement plan.
Councilmember Hansen commented that the City does not have the ability to tear up the entire system and replace it, which is why a scheduled replacement plan is necessary. This information will help the City develop this plan.
At 6:45 p.m. Messrs. Haines, Sanchez and Mulhern left the meeting.
On another topic, Mr. Burkett noted that the North Rehabilitation Facility crews have been relocated (out of their previous Fircrest quarters) and King County is now charging 50 percent more than the City had been paying for their services in 2002. He said staff is in the process of getting bids for these services for the 2004 budget.
Mayor Jepsen provided an update on some items on the agenda planner coming before the Council in the next few weeks. One of these is the City Council work plan. Mr. Olander commented that the work plan will be sent to Councilmembers with milestones included.
Mayor Jepsen mentioned that the critical areas regulations and a special use permit for Parkers to allow off-track betting are coming before the Council on June 23rd. Mr. Olander added that the City has given Parkers a temporary use permit for this years off-track betting season that allows this activity.
Responding to Councilmember Ransoms question about the status of the lawsuits with Parkers regarding off-track betting, Mr. Burkett said that the City won those cases a year ago.
